This was the clothing worn by the first recruits, in 1905, before the issuance of uniforms This first uniform was patterned after the Irish Royal Mounted Police in Europe. This uniform was also worn by the early Constabulary, topped by a slouch hat. This is is the 1923, uniform worn by the Pennsylvania State Highway Patrol, before its merger with the Constabulary. In 1937, Act 455 was signed, merging the Highway Patrol and State Constabulary, the Pennsylvania Motor Police was created.

After 1943, the department's name was restored back to the Pennsylvania State Police. In 1972 the first
females graduated from the Pennsylvania State Police Academy and were outfitted in this attire with a skirt.
In October 1989, Troopers quelled a major disturbance at the Camp Hill State Correctional Institute wearing this gear. The Pennsylvania State Police Ceremonial Unit  attend police funerals and special ceremonies in this uniform. This is the present day Pennsylvania State  Trooper's winter uniform.
